Accomplishments While on Town Council

(This is a short abbreviated list please see full list below)

 

The following list represents what I have personally added to the Juno Beach town council’s agenda to discuss and what I have accomplished as your council member and Vice Mayor Pro Tem on behalf of the citizens of Juno Beach

If you notice these agenda items  added to future council agendas over the years it is because a vote to approve or consensus to approve failed to pass. 

A motion or consensus will not carry (be approved, pass or move forward) if 3 council members do not acknowledge its acceptance or vote “yea” for the agenda item.

 

OUR 4 CORNERS, ARCHITECTUAL DESIGN AND STYLE,

  • Over 5 years I have continually brought to council the Master Planning of our unique four corners of US1 and Donald Ross  to give residents an opportunity to explore various alternatives (the vision) for the development of Donald Ross Road & the US 1 intersection.

  • Proposed to council and accomplished holding our first Charette (workshop) in April 2018 (meeting with all stakeholders) with participation from elected officials, Planning & Zoning, our residents, and Town Staff to generate ideas and a vision for our town’s future on our 4 corners!

 

US1/TRAFFIC SLOWING

  • Initiated the Repurposing and Rebranding of US1 and Donald Ross in 2019 to eliminate traffic and speeding at our the intersection to the important gateway of our town.  (6/3/2020, 7/22/2020, 10/28/2020, 12-9-2020, 2/24/2020

  • In addition, initiated Complete Streets which would be beneficial for the slowing of traffic, provide for bicycle and pedestrian safety , and enhance the entrance to our town on US1  with Treasure Coast Planning , TPA (Transportation Planning Agency) using the US 1 multimodal corridor study  established in 2018.

 

PELICAN LAKE WEST GAZEBO, POLICE FOUNDATION, TOWN HALL PARK, BEAUTIFICATION OF SOUTH ENTRANCE

  • Initiated council approving the new gazebo at on the west side of Pelican Lake that was torn down. Our gazebos are not only iconic to our town but have a functioning value to our citizens.

  • Helped initiate as well as support our Juno Beach Police and Police Foundation

  • Instrumental since 2004 in approving Town Hall Park as a passive green space.

  • I was instrumental in changing the tiki hut to a white gazebo to follow the towns  well known iconic  town gazebos.

  • I was able to get approved beautifying inexpensively the triangle at Ocean Drive and US1 on our south entrance.  We have such a beautiful group of Royal Palms lining each side of the entrance and it is important to keep our main sign entrance landscaped.

AUDIO/VISUAL/COMMUNICATION

  • Added the original agenda item to discuss with council the modernization of the towns audio (sound system) and visual communications for Planning & Zoning and Council so our residents can hear, see and participate remotely

 

ECOLOGY GROUP, TOWN COMMITTIEES, BEAUTIFICATION OF PELICAN LAKE, ENVIRONMENTALLY SENSITIVE LANDS

  • Advocate for Ecology Committee consisting of qualified citizens in town.  Council did not approve the formtion of a committe but this  enabled the recognition of the existing Ecology Group and the amazing contribution they are making towards  Pelican Lake and ecology.

  • Brought forward an agenda item for  the beautification of Pelican Lake Walkway and Town Center by fixing memorial stones and bricks, and benches that were falling apart as well as the memorial stones .  These were donations in honor of loved ones and we should maintain them .

  • Introduced ongoing management of the lake, around the lake and the communities event area and was passed

  • Pushed to initiate a Resolution opposing the use of herbicides containing glyphosate and to do all things necessary to reduce and eliminate the use of herbicides containing Glyphosate and pollinators.

 

NOISE ABATEMENT

  • Had council review our Chronic Noise Abatement Ordinance and measuring procedures.

 

GRANTS, LEGISLATION.

  • Requested council be presented with a quarterly list of grants.  Then suggested Council receive a a)  list of grants available, b)  those available for our town highlighted, c) if we are working on grant  applications, and d) the status of the grants we have applied for. Also to look into ECIVIS , a software program that would be beneficial in seeing grants that are available , which is  free money for our town.

  • Another important discussion was to look at in house grant writing vs  hiring a grant writer for $2,500-3,000 a grant.

  • It is important for our town to have an ongoing list of annual grants and special grants that pertain to Juno Beach's unique circumstances such as being a coastal town. There are many grants under $5,000 that we could be writing in house.

The following is a complete list that represents what I have personally added

to the Juno Beach town council’s agenda for discussion as well as what I have

successfully accomplished as your council member and Vice Mayor Pro Tem

on behalf of the citizens of Juno Beach.

 

If these agenda items that I have brought forth continue to be added to Counil agendas over the years it would be a

result of a vote for a motion or consensus failing to pass.  A motion or consensus will not carry (be approved, pass or

move forward) if we do nt have a majority vote of 3 council members.

OUR 4 CORNERS, ARCHITECTUAL DESIGN AND STYLE,

  • Initiated using grant money through the State for the Beautification and Traffic Control of US1 and Donald Ross

         through Treasure Coast and the TPA during the periods of 2017-2022 to beautify and slow traffic on our important

  • gateway to our town.  (6/3/2020, 7/22/2020, 10/28/2020, 12-9-2020, 2/24/2020

  • Over 5 years continually brought to council the Master Planning of our unique 4 corner to give residents an

         opportunity to explore various alternatives (the vision) for the development of Donald Ross Rd. & the US 1 intersection.

  • Vision and Architectural Style Plan - On May 22, 2019 and throughout my 6 years on council I suggested and 

         commented that  “Council realizes that soon we will be faced with a decision on a development on Donald Ross and

  • US 1 and I cannot strive enough that we need a visual plan of those four corners. Before approving one corner we should look at what the town is interested in seeing and the connection between all 4 corners.”

  • For five years-initiated and tried to present a master planning focus on our four corners of US1 and Donald Ross since 2017 with Treasure Coast Planning and TPA.  (3 council members continually did not move the project forward)

  • Proposed to council holding a Charette in April 2018  (meeting with all stakeholders)  including  participation from Council, Planning & Zoning, residents, and Town Staff to generate ideas and a vision for the town’s future!

  • Successfully denied and stood with the Citizens against an Assisted Living Facility  on the northwest corner of Donald Ross and US1.

  • Encouraged council to look at what the town wants for the Architectural design and style of our 4 corners because it sets the tone for the 4 corners as well as the US1 corridor.

  • Requested a review of the Town’s design style which is under the town’s umbrella of “Old Florida” .

  • Requested an agenda item for the Planning & Zoning Director to help inform Council on all design levels acceptable under “Old Florida” in our building codes.

  • Initiated discussion on the requirement of a special exception for Commercial General Zoning Districts that want less than 25% commercial in a residential commercial mixed use development site.

  • Tried to get council to approve a Strategic Plan and Vision committee that could be formed to work on the Architectual Vision for the remaining commercial properties in town because of our 4 corners on Donald Ross and US1 and our south entrance.

 

US1 TRAFFIC SLOWING, LONG RANGE PLANNING, VISION FOR TOWN, PREVENT OVER DEVELOPMENT

  • Started to initiated Complete Streets and the Repurposing and Rebranding of US1 and Donald Ross in 2018 to eliminate traffic and

speeding at our important gateway to our town.  (6/3/2020, 7/22/2020, 10/28/2020, 12/9/2020, 2/24/2020)

  • In addition, initiated Complete Streets which would be beneficial for the slowing of traffic, provide for bicycle and

         pedestrian safety , and enhance the entrance to our town on US1  with Treasure Coast Planning ,

         TPA (Transportation Planning Agency) using the US 1 multimodal corridor study  established in 2018.

  • Advocate for Ecology Committee with  qualified citizens in town.  Three other council

         members voted against the Ecology Committee formation so it didn’t pass.  The Ecology

        Group then formed and has made an amazing contribution to our towns Pelican Lake and environmental issues.

  • Proposed throughout my terms starting in 2018 long range planning for the town and hosting

        Charettes (workshop) with elected officials, residents and town staff. This planning could consider 1-3 year or a 1-5 year or 5-10 year plan.

  • Questioned if the town should consider acquiring additional open green space to avert over development and to ensure that future pro development council members cannot overturn the citizens  desire not to have overdevelopment.  Also championed that large development projects are not decided on during the summer months when our citizens are away or without workshops.

  • Explained the process if  citizens wanted to buy land in Juno Beach for parks or open space and what the conclusion of that would mean to the taxpayers.

  • Suggested that town use more citizen suggestions on resources and expertise on construction contracts, beautification, landscape and architectural designs. There is no better source for ideas and suggestions than our own citizens!

  • Suggested to council that the town  should look at the architectual vision  and offer workshops for our Juno Beach citizens participation.

  • Brought forward adding additional options when sitting is at capacity  for our citizens to be able to attend meetings during heavily attended meetings.  I believe it is  important for citizens participation at any or all of the  council meetings they would like to attend.

  • Discussed Palm Beach County’s 5 year road program and any improvements or additions  that could be suggested to the county (This included the citizens of Juno Beach's request not to expand the road section between US1 and Ocean Drive as you continue down Donald Ross Road between US1 and Ocean Drive.

 

PELICAN LAKE WEST GAZEBO, POLICE, TOWN HALL PARK, PELICAN LAKE,

NATURE PRESERVES, BEAUTIFICATION OF SOUTH ENTRANCE

  • Initiated council approving the new gazebo at on the west side of Pelican Lake that

         was torn down. Our gazebos are not only iconic to our town but have a

          functioning value to our citizens.

  • Instrumental in approving Town Hall Park as a passive green space

  • I was able to initiate and get approved changing a tiki hut to a white gazebo on

         Town Hall Park.

  • Endorsed the preservation of Pelican Lake.

  • Continually endorsed and voted for Preserving Natural Areas.

  • Support County Beach Renourishment with County and State Funds.

  • Initiated and discussed with council and was able to get approved beautifying the Juno Beach sign triangle at Ocean Drive and US1 our south entrance to town.   We have such a beautiful group of Royal Palms lining each side of our south entrance and beautifiing that improved the entrance at a low cost.

TRAFFIC CONCERNS, AUDIO/VISUAL, TOWNS WEBSITE, NEWSLETTER, CITIZEN PARTICIPATION

  • Encouraged Council to look at other vacant/unimproved properties in town to control development and increase green space.

  • Added to the agenda and discussed with council the modernization of the towns audio (sound system) and visual communications for Planning and Zoning and Council so residents can hear, see and participate remotely.  This eventually led to the citizens having access to our U-Tube visual recordings each month and Councils ability to visually see each other on the dais.

  • Encouraged bulk emailing the Juno Beach newsletter through letting citizens know to add their addresses on our Juno Beach website in addition to having it mailed to every address in town.

  • Discussed making sure Juno Beach is ensuring citizen participation in council meetings.

  • Offered my production assistance to help improve the towns website while keeping it ADA compliant.

  • Discussed expanded public comments to help more residents participate in council meetings.

  • Ask Council to consider sending out  the Juno Beach Newsletter  more often because it is only sent out twice a year.  Also the possibilty to send electronically and monthly prior to our council meetings so residents feel in the loop of topics and issues in our town.

 

COMMUNICATION, PLANNING AND ZONING, FUTURE TOWN INFRASTRUCTURE NEEDS

  • Worked on how to improve the methods  on communicating with the community.  To me a sense of community and unification begins with communication and transparency

  • Develop an organizational vision because I believe that greater community input helps with greater community understanding and transparency. 

  • Requested and provided the distribution of any correspondence sent to town council should be sent to Planning and Zoning Board as well.

  • Made council aware of Communication and Connectivity including the right of way utility easements. Any future improvement to roads (including the upcoming Ocean Drive) could benefit our town by laying conduit so that the town’s expenditures are less impacted for future technology, advances such as fiber optic cable, vehicle detection systems, or any future undergrounding considerations to keep our town smart and connected.

 

OUT OF TOWN HIGH DENSITY DEVELOPMENT, ANNEXATION, FRENCHMANS BEACH CLUB, POLICE FOUNDATION

  • Discussed ideas with our Police Chief on forming a Police Foundation in Juno Beach which has been highly

          successful to date.

  • I lobbied against North Beach Plaza and the high density of buildings outside our town limits that impact our community.

  • Requested the future Annexation plan and discussed how important to actively pursue this plan so that the town 

          could avoid additional neighboring high density develoipments.  These  high density developments which are not

           located or regulated but  still use our town’s assets, resources, amenities, and  services.

  • Worked diligently and was instrumental in adding language to the new contract and conditions for Frenchman’s Beach Club.

          Ultimately I did not vote for the contract because I believed the wording within crucial sections was not sufficient.

 

BUDGET, PURCHASING POLICY, 3 BID REQUIREMENT, MERIT COLA, ONE CENT SURTAX

  • Suggested budget considerations, projections and long range planning include looking at long term expenses.  Aso encouraged having a long range budget plan and projections for 1-3 years to be proactive rather than reactive.

  • Discussed merit and cola, wage classification and pay scale so that Town Manager could review the Pepie Study (survey of muncipalties) for governmental benchmarking.

  • Requested and lead a Review of our Purchasing Policy and expressed that all town contracts should have a 3 bid process (3 written proposals) unless special circumstances like governmental purchasing through governmental sites allows our town a savings.

  • Suggested to Council that citizens should be included with the ranking our One Cent Surtax money from Palm Beach County as we the Ameriican Rescue Funds that can be used for fixed capital expenditures or outlays.  These are  associated with repairing infrastructure and public facilities and purchasing capital equipment.  This suggestion  includes workshops  that include our community with the decision making.  The benefit is is to obtain additional ideas and suggestions to use this money.

 

ECOLOGY GROUP, TOWN COMMITTIEES, BEAUTIFICATION OF PELICAN LAKE, ENVIRONMENTALLY SENSITIVE LANDS

  • Proposed and heavily advocated for Ecology Committee consisting of qualified citizens in town.  Council did not approve the formtion of a committe but this  enabled the recognition of the existing Ecology Group and the amazing contribution they are making towards  Pelican Lake and ecology.

  • Put forward establishing additional town committees with citizens of the town such as beautification committee, budget committee etc.

  • Championed bringing forward areas for the beautification of Pelican Lake Walkway and Town Center by fixing memorial stones and bricks, and benches that were falling apart and the memorial stones.  These  were donations in honor of loved ones.

  • Introduced ongoing better landscape care and management of the lake, around the lake and the communities event area

  • Promote usage of the environmental sensitive lands

  • Pushed to initiate a Resolution opposing the use of herbicides containing glyphosate and any necessary to reduce and eliminate the use of herbicides containing Glyphosate and pollinators.

 

HISTORICAL, TOWN REMODELING, NOISE ABATEMENT, COUNCIL RESOURCES,

SUCCESSION STRATEGY

  • Requested that we continue gathering Juno Beach historical information from the last

          chapter in  Dan Corbett's book that was published in the 1990’s.  This eventually led to the

          formation by citizens, Council and  staff of The Landmarks Advisory Committee and the

          Juno Beach Historical Society.

  • Put forward a request that any Town Center remodeling projects are planned with a

          master planning concept which  demonstrates to citizens efficient spending of tax dollars.

  • Pursued with council the need to understand design build verses piecemealing building  improvements.  Again this allows the town to achieve cost efficiency.

  • Ask Council review our Chronic Noise Abatement Ordinance and noise measuring procedures.

  • Requested Council have resources available during each meeting including our Zoning Map, Future Annexation Areas, and Walkover Maps (each meeting book now contains the information).  This has led to additional resources available in our Council packets.

  • Requested early review of the Town Manager’s succession strategy

  • Continued to pursure search firms to stay on task with hiring a new Town Manager.

GRANTS, LEGISLATION. ADDITIONAL WORKSHOPS, BUSINESSES IN JUNO BEACH, CARES PROGRAM, GENERAL ADDITIONS

  • Requested council be presented with a quarterly list of grants.  Then suggested Council receive a a)  list of grants available, b)  those available for our town highlighted, c) if we are working on grant  applications, and d) the status of the grants we have applied for. Also to look into ECIVIS , a software program that would be beneficial in seeing grants that are available , which is  free money for our town.  It is free money so it is important to step up the town’s grant pursuit and decide if town should do in in house grant writing or the hiring a grant writer. It is important to have an ongoing list of annual grants and special grants and grants that just pertain to Juno’s unique circumstances such as being a coastal town. There are many under $5,000 grants that we could and maybe should be written in house as our Police Department does. 

  • Requested an annual visit from State Senator  and State Representative.

  • Requested adding additional workshops during the year to implement and enact more ideas and suggestions through the year.

  • Supported the business sector in Juno Beach by creating opportunities for commercial business and owners and suggested ideas to help our local  Business owners.  Offered suggestions for the summer months when business is slow and how these businesses can find ways to help each other’s business. For instance, delivering and using the same delivery service whether its food or dry cleaning or donuts .  Worked on ideas to gives Business owner's in Juno Beach a unique opportunity to meet each other and to help each other during the summer months with a business network incentive.

  • Juno Beach Cares Program, recommended this program during a workshop and continued support of this program on our website and with additional newsletters etc. Suggested that the town starts a Help Juno Beach Cares program which encourages neighborhoods and condo buildings to start their own “cares program”.  Also to make these programs more accessible to the public through our newsletter.

  • Discussed with Council if the town should give more support to the Marinelife Center based on the recognition that the facility brings to our town. 

  • Supported Ordinance 740, Native Vegetation which is the 50% native vegetation.

 

The following are items that I did not introduce as an agenda item but I fully supportive and lobbied to help get these passed

I am proud to have been a part of passing!

 

  • Voted Yes for all elements surrounding the expansion and improvement for The Waterford (Lifespace Communities) expansion.  This included all aspects relating to the Annexation, Future Land Use Amendment, Amending the Town Zoning Map, Rezoning of Parcels and Right of Way, as well as Site Plan approval to allow for the Waterford residents to get complete continuum of care.

  • Reviewed Donald Ross Bridge and traffic concerns with solutions to Sea Oates traffic back up, synchronization of lights before and after bridge and the current "DO NOT BLOCK BOX".

  • Encouraged beach renourishment from state and county sources which saved taxpayers’ money.

  • Felt strongly with a yes that allowed a Veterans Memorial to be added across from our 9/11 Remembrance Area to honor all of our veterans.

  • During my terms I have continually worked to keep Juno Beach debt free during our Budget Sessions striving for no tax increase and a balanced budget.

  • Added vital input to our review of Juno Beach Comprehensive Development Plan.

  • During my terms council has rolled back the millage rate in Juno Beach which can result in lower taxes.

  • Continually protected our Environmentally Sensitive Lands.

  • Supported the Conservation Easement that would put another layer of protecting our natural areas.

  • Had an active role after the Charter Review Committee.  I brought comments forward and effectively encouraged elements to be changed that were beneficial to our town.

  • Supported Ordinance 736 Florida Friendly Fertilizer Use.

  • Encouraged moving forward and replacing Friendship Circle Fountain.

  • Voted for the continuation of our current independent Building Inspection Company because the company has given us quick responses to building reviews and inspections. This independent building inspection company allows our Planning and Zoning Department to have mutual collaboration and make Juno Beach a pleasant town to build in.

  • Discussed incorporating the best ideas from other municipalities and organizations which allow for best practices.

  • Highly supported our first Ecology Group Fishing Tournament at Pelican Lake which was highly successful!

  • Lobbied for, voted for and successfully kept our small quaint Town of Juno Beach Town's marquee sign (not a lighted blinking Vegas style sign)

 

My Future agenda items for our town

  • Would like to do a survey to see if citizens would like to see low cost beautification improvements to Kagan Park.

  • I am also proactive and continue to work in areas in town where spending money is not the factor but offering good ideas and suggestions to make Juno Beach a better place to live!

GRANT WRITING  (Nov 2018, May 2019, June 2020, May 2022 )

  • Requested council be presented with a quarterly list of grants.  Council should receive a a)  list of grants available, b)  those available for our town highlighted, c) if we are working on grant  applications, and d) the status of the grants we have applied for. Also to look into ECIVIS , a software program that would be beneficial in seeing grants that are available , which is  free money for our town.  It is free money so it is important to step up the town’s grant pursuit and decide if town should do in in house grant writing or the hiring a grant writer. It is important to have an ongoing list of annual grants and special grants and grants that just pertain to Juno’s unique circumstances such as being a coastal town. There are many under $5,000 grants that we could and maybe should be written in house as our Police Department does. Ask staff and council consensus in October for a quarterly list of grants we are applying for.  Its free money so lets step up the town’s grant pursuit

        (includes the important  northern and southern entrance to our town).

Thank you everyone for your great support throughout these years.

 

I have been honored to serve as your council member and Vice Mayor Pro Tem for my 6th consecutive year.

 

In this website you will find my Governmental Affliations, Items I have added to the agenda and have been able to successfully pass over my 6 years for the community , agenda items I have added to the towns Workshops and Charettes and my Curriculum Vitae including my Govenmental Afflications.

It takes 3 votes to pass an agenda item or the consensus of council with 3 yes votes and is based on your elected council members views.

As a Council member, listening to the citizens and their recommendations and suggestions is the most important aspect of being a council member.

 

Remember "this is the citizens town so let your voice be heard!"

 

Together, we  will continue to work together on agenda items that we want to achieve. Citizen input is important so please feel free to call or email me.

Why I elected to run for Council

I moved to Juno Beach in 2000 because it reminded me of the small quaint town I grew up in.  I had lived all of my life in the center of the Midwest where the only area of the Mississippi River flows east and west which is in Moline, Illinois.

 

I realized after visiting Florida several tiimes that this is where I wanted to be.  In fact on one flight to Florida a very nice lady we were sitting next to ask why I was coming to West Palm Beach and I said, "to find a place to live".  She immediately responded with, "there is no place like Juno Beach"  "It is a gem but we don't want to tell a lot of people".  Three years later after renting further south I began my search for a home.  I started driving from Ft. Lauderdale to Sabastian hoping to find the perfect location to live with my children.

I stayed along the coastline and vered off to the right at Ocean Drive when I went though this beautiful, quaint town of Juno Beach!  As soon as I saw Pelican Lake, the Town Hall and our Police Station I was in awe on how lovely it was.  But as soon as I saw the rolling dunes (called  a secondary dune)  I realized this felt a lot like the midwest right on the Ocean.

I was sold on the beauty, the quaintness, the diversity and the rolling heights of the dunes!

I purchased a house and later found out it was the main house from a motel that went from the top of the dune to the bottom called Hilltop Motel.  As I proceeded though the years of living and building in Juno Beach I learned a great deal about the town codes, Planning and Zoning and the other town departments.  I would attend meetings and fight for property rights. 

 

When I first moved to town I actually had an architectual landscape company design a park.  This was in 2004 but I Council was not interested at the time. My pursuit into Juno Beach Council came when the sober home/rehab next door to me wanted to buy the historic town hall park.  That was in 2016 and when I realized if council had one more vote (by an election that was coming up) the town could lose not only the historic site but the limited amount of green space that was important to our town.  It was then I decided I had to fight for the town and the citizens.  I ran for council, and I was able to see the fruition of the green space becoming a park (now Town Hall Park) and since then I have been working hard throughout these years to watch out for our beautiful town and citizens.
